Honestly, we used WAZE. Although i had been many times in Jerusalem and visited the Herodyon National park,I alwys rent a car when I'm in Izrael and using the WAZE proved to be the best way to navigate and get from"A" to "B" justto be on the safe side.. As I recall, from the Jaffa gate it is rather easy, you can drive on the 60th road, and after apriximateli 5 km turn left and continue on the 398 road. I hope I remember it well. Actually, if you reach the 398 road, it has pretty well equipped with roadside information so there will be enough sign to follow and you can get to Herodyon easily. I hope I could help.
